This audio recording is of one of a series of sessions held at The New School, entitled: "American Cities: Law, Survival and the Administration of Justice." This recording contains only the remarks of New York City Commissioner of Correction George McGrath, who details the purposes of incarceration for the adminstration of justice and the prevention and deterrence of crime, but also advocates for the creation and expansion social programs and agencies to ameliorate the situational causes of crime. He also calls for a popular mandate for the funding of these programs. McGrath mentions the Attica Prison Riot of 1971 only briefly at the end of his speech.
